PHED employees not given work charge confirmation for over 24 years

Joint Co-ordinating Committee of Public Health Engineering Department (PHED) Workers and Employees Organisation, Manipur, and the All Manipur PHED Employees and Workers Union have urged the government to expedite the necessary procedures for work charge confirmation for PHED employees.
In a press conference held at the Manipur Press Club, the Joint Co-ordinating Committee of PHED Workers and Employees Organisation, Manipur, and the All Manipur PHED Employees and Workers Union has brought into attention to the issue of the prolonged denial of work charge confirmation for a significant number of PHED employees for over 24 years.
In an order issued by the Finance Department, bearing no. 9/109/99-PIC, dated January 22, 2001, it is stated that employees in engineering departments under the Manipur government, including PHED, PWD, WRD MID, and the power department, should be granted work charged confirmation if they have been in employment for more than 10 years. Notably, confirmations were duly provided to employees in the PWD and minor irrigation departments in 1999 and 2005, respectively. The power department also witnessed 204 work charged confirmations in February 2023.
Furthermore, a government order dating back to 1978 highlights that employees who have completed more than 20 years of service after their confirmation are entitled to benefits such as pensions and gratuity.
The current issue directly impacts 346 employees of the PHED department. Frustrated by the lack of work charge confirmation despite their extended service, the employees, who are represented by the Public Health Engineering Department Workers and Employee Organisation Manipur sought legal recourse and approached the Manipur High Court. In a decision on February 6, the court directed the Manipur government to consider their demand within a three-month period.
The organizations appeal to the Manipur government to promptly address this longstanding issue and ensure the just and timely confirmation of work charges for the PHED employees, in adherence to established guidelines and legal directives.
