Of the 44 project, at which the Department of Disability Affairs, Ministry of Social Justice & Empowerment, Government of India, has sanctioned grand-in aids during the Financial year 2013-14 to NGOs of Manipur under the Deenayal Disabled Rehabilitation Scheme (DRRS), 42 are in the valley district while the hill district got only 2.The four valley districts occupied 1- per cent of the total areas of Manipur, and the five hill districts occupied 90 per cent of the total areas of Manipur. Almost all the rehabilitation schemes and programmes are implemented in the valley districts. Special School for mentally, Special School for Mentally Challenged Schemes are implemented through People Advance in Social Services (PASS), New Mata village, Churachandpur district, but the other disabled related institutes are in the valley districts.
