Agriculture minister inspects veterinary Hospital at Moreh

Moreh, Dec. 7:  At the first instant of his visit, Agriculture, Veterinary and Animal husbandry Minister V. Hangkhanlian has felt displeasure regarding irregularities in the attendance of officers and staff of the Sub- Divisional Veterinary Hospital, Moreh.
He has given stern warning to the absentee-officers and staff not to repeat such negligence of duty of office.  Necessary disciplinary àçtion shall be contemplated if repeated in future, he said.
It was stated by the Minister during his jointly inspection of the Sub- Divisional Veterinary Hospital, Moreh with Veterinary Director Dr. H. Chaoba Singh and Veterinary Joint Director ,Dr. Ch. Nandakishore  yesterday.

 The objective of the visit is site selection for the construction of Sub-Divisional Veterinary Hospital, Moreh, a scheme under centrally sponsor schemes -establishment and strengthening of veterinary Hospital and Dispensary under the financial pattern of 90 and 10 of Central and State respectively.
The Minister expressed his keen interest for the   development of veterinary services in the boundary areas in terms of maintenance of Public health and control of Zoonotic diseases. He also expressed his desire for construction of isolation and retaining of animal imports from the neighbouring countries.
 He further advised the Veterinary Director and his officers of the Department for availing alternative sources of fund from the Government of India under livestock health and diseases control.

MCPCR visits victim’s family

Imphal, Dec 7: A team from the Manipur Commission for Protection of Child Rights (MCPCR) led by the Chairperson went for a spot enquiry into the dead of a minor girl by

hanging under Lamphel Police Station. The team met the bereaved family, relatives and neighbors of the deceased child.
This Commission viewed this unfortunate incident a seriousnegligence of Child care. The Commission has asked from the police department to submit a Status Report regarding the case.

Martial arts players felicitated

IT News Thoubal, Dec.7: Manipuri players who had participated in the Asian Kukkiwon Taekwondo Hanmadang Festival 2017 at Phnom Penh in Combodia from December 1 to December 3 were warmly received on their arrival at Imphal Airport. Of the 21 players who took part in the martial arts festival 8 players bagged bronze medal. Later the  United Generation Committee, Leishangthem Khongmanung, Thoubal district also organised a reception function for the players at Leishangthem Khongmanung Makha community hall.

NSCN-IM ‘ s winter session

Imphal, Dec 7: Winter session of the Government of  the Peoples’  Republic of Nagalim, a political body of the NSCN-IM will be held on December 12 at the outfit designated Camp Hebron. A statement of the outfit appeals all Collective Leadership Members, Executive Members and Members of the Steering Committee, Kilonsers, Dy. Kilonsers, Tatars, Heads of the Departments, Longvibu, Adjutant General, GSO-I & II, GAO, Unit Commanders, Brigadier and above, Region CAOs/EOs and two representatives each from the NSWON and NFFWWF to attend the session positively. The session comes ahead of the expected final solution of the Framework Agreement between the GOI and NSCN-IM.

MLA Joykishan, Film star turns politician Kaiku joins protest organised by TUC; demands disclosure of FA

Imphal, Dec 7: Manipuri Film star turned politician RK Somorendro, popularly known to the people of the state as Kaiku today joined the protest organised by the Thangmeiband United Clubs (TUC) demanding the disclosure of the Framework Agreement (FA) signed between the Government of India and the NSCN-IM.
Members of TUC had earlier stated a total shut down in Thangmeiband Assembly constituency and to staged protest against the concealing of the FA.
TUC is a conglomerate of various clubs of the Thangmeiband Assembly constituency. During the protest which begins from 10 am almost all shops and business establishment remain shuts. Vehicular movement in the streets of the constituency stay of the road. The TUC had appealed all political parties and their representatives to join the protest.
Prominent figure like former Chief Minister Radhabinod Koijam who had been recently appointed as consultative committee members of the government of Manipur to take stock of the development arisen out of the FA.
RK. Somerendro @ Kaiku is the Vice President of LJP. He joined the protest representing his political party. A public meeting protesting the concealing of the agreement between the GOI and the NSCN-IM. Congress Spokesperson and MLA of Thangmeiband Assembly Constituency Khumukcham Joykishan also attended the protest demonstration.
Speaking on the occasion Joykishan said that even though there is some speculation that the territorial boundary of the state will not be affected by the so called frame work agreement, however, the apprehension is about a modalities like institution of 2 separate administration in the state.
Earlier, RB Koijam also spoke on the public meeting. Joykishan said that the way RB Koijam had expressed showed that there is some apprehension that this agreement will affect the state will be affected by some ways or the others.
He also defend congress on the propaganda that is being spread by some political parties which said that Congress party is anti hill people.
“Of the 20 MLAs from the hill constituencies 9 are elected as Congress MLAs”, Joykishan said this showed that Hill people like the people of the state.
“President of India will never make joke on issues like the problem of NSCN-IM. During his speech on the inaugural function of the the HornBill Festival at Kesima (Nagaland) Ram Nath Kovind said that the final settlement will be brought within one or two months, if it is already prepared that why it is not let known to the general public Joykishan asked.

An urgent call to look in the function of COHSEM

The passing of Manipur Higher Secondary Education Act, 1992 for establishment of an autonomous body call Council of Higher Secondary Education Manipur (COHSEM) to separate the conduct of examination for Class XII which later includes conduct of examination for class XI should could be considered a far sighted vision of the then government for shaping the career of the students in the state. However, in 1990 and 1991 there was a strong protest from student groups opposing the idea on the ground that the new proposal may turn out to be another gold mine for those in power instead of fostering the academic career of students.
Since its establishment, COHSEM has been facing many kinds of allegations over practice of irregularities by those running the COHSEM form sections of employees working in the autonomous bodies as well as from various students’ body. Allegations of back door appointment under the discretionary power of the Chairman and Secretary who were appointed on deputations from among those who fulfilled criteria by respective government from time to time had been alleged many times.
Any allegations which relates with the administration will directly affect to the smooth functioning of the body which will ultimately affect to the career of the students. The purpose of setting up COHSEM will have no value if its purpose of fostering the quality of students fails to improve. After all Class XII is a turning point for all students. This is the stage that students use to shape their future.
Almost all people with few academic backgrounds know that the COHSEM runs from its own resource. It does not depend to the government for running its office. So from time to time it formulates certain rules and regulation for collection of revenue in the form of fees for examination or for registration of students. Well the examination section is well appreciated by most people as it is being conducted in a very organized manner. Not many intellectuals have so far comes up about the syllabus issues. Perhaps this is because the syllabus sections of the COHSEM too is doing well or the intellectuals or watch dog community are not well aware of the kind of syllabus being provided now compatible  with those provided at other boards  in other state. But each time a new Chairman or Secretary is appointed people in the state sees some disappointments from sections of people either it may be from the student communities or teachers community. Assumed it as political issues, but when it is about violation of rules and regulations to the appointment of staffs for the Council, it is a serious matter.
Well this time, the Council is being charged of appointing some 38 employees by violating the guidelines for appointment of staffs (may be in contract basis). The increase of staffs in the Council means needs for revenue from the students as it is run by revenue from them.
The previous day Kangleipak Students’ Association (KSA) had warned of serious consequences if the Council Authority fails to check the collection of form fill-up fees from students who are appearing the class XII examination. As per a report, some Higher Secondary School are charging more money than prescribed by the Council at the school own capacity. If these practices are not checked then people have reason to believe that those schools charging more fees from the students have understanding with the authority of the COHSEM.  When the term “understanding’ is coined it is well known to everyone what would have been the condition.
The state Education department needs seriousness to deal with what has been reported and find out the happening in the running of the COHSEM. Or else the apprehension that the students of 1990s felt at the time for proposal of setting up the office will prove true.
