Legislators and civil servants should work together for good governance: N. Biren singh

Imphal, April 21: “Periodic dialogue and interaction between the Legislators and Civil servants is a necessity for good governance in the state”, said Chief Minister Shri N. Biren Singh. This was stated by him at the 12th Civil Service Day function organised by Department of Personnel and Administrative Reforms, Government of Manipur at Manipur Secretariat Conference Hall today.
Addressing the function as Chief Guest, Chief Minister Shri N. Biren Singh said that the politicians come from social grassroots and know the sentiments of the people, on the other hand the civil servants know how to execute the Government policies. So co-operation between the two is very much needed to bring good governance in the State, he added.
Shri N. Biren Singh further said that an interaction programme between the Ministers and Civil Servants would be held every month so as to have greater transparency and for smooth functioning of the Government. The Government would have zero tolerance on any act, which is beyond the framework of the Indian Constitution, he added. He also appealed that the expectations of the people from the new Government should never let down.
In his presidential speech, Minister for PWD, Administrative Reforms and Training and IPR Shri Th. Biswajit Singh said that the system of check and balance should prevail in a democratic form of Government so that the Government could execute an inclusive policy for the welfare of the society and have a corruption-free State.
Parliamentary Secretary (Transport and Planning) Shri Khasim Vashum, DGP Shri L.M. Khaute, Addl. Chief Secretary (Administrative Reforms) Shri Shambhu Singh, Additional Chief Secretary (Labour and Employment) Dr Suhel Akhtar, Addl. Chief Secretary (Home) Dr. J Suresh Babu, Principal Secretary (Finance and Planning) Shri Vineet Joshi, Commissioners, Secretaries and other top civil and police officials attended the function.
