State government breaks silence on cancellation of the Police Recruitment DPC – 2013

‘Irregularities and foul play reason behind the cancellation- says Gaikhangam

Imphal, Aug 25: State government today breaks silence over the controversies arises out of the cancellation of the Manipur Police constable recruitment DPC -2013 saying that irregularities and foul play compelled the government to cancel the DPC which was reported complete in May 2016.
Deputy Chief Minister Gaikhangam, who is also in-charge of Home department, talking to reporters at the sideline of the Janmasthami Function held at ISKON Mani temple here in Imphal, said that the government had cancelled the DPC as according to the findings of a high level enquiry committee which found out lot of irregularities and foul play during the selection process.
Yesterday both the Chief Minister of Manipur Okram Ibobi Singh as well as the Deputy Chief Minister Gaikhangam refused to give any comment regarding the development which keep normal life in the state to a complete halt due to general strike called by the constable appeared candidates.
“The whole fish curry could be spoil by a single rotten piece “, Gaikhangam replied to reporters when asked if the process for selection of all the candidates were found to be cooked up.
On a question on whether the government will take action to those government machineries who were responsible for conducting the selection test, the home Minister shrewdly answered that it is too early to make any such comment and the law will take its own course.
It may be mentioned that the Home department of the state government in 3rd January 2013 had conveyed approval to the then Director General of Police for filling up of 2000 vacant posts of Constable (Male) by direct recruitment with the approval of the State Cabinet.  Following that the then DGP Manipur made requisition for filling of the 2000 male constable by issuing a notification on February 6. State government by an order, had appointed Th. Radhesyam, the then SP of Bishnupur District on February 6, 2013.
After the results of the written examination was declared, a writ petition was filed before the Manipur high Court Challenging the result on the ground the misappropriate numbers of candidates were called for viva voce against the ratio fixed by a ruling of the Supreme Court.
The Manipur High Court then passed an interim  order on October 10 , 2015 directing the state government not to declare the result without the leave of the Court.
Deputy Chief Minister Gaikhangam further said that along the same time the state government also received a number of complaints alleging serious irregularities in the selection process .
“In cognizance of the complaints and the interim order passed by the High Court, the Govt. on October 19, 2015 ordered to stop the ongoing selection process and hold an enquiry into the allegations. The State Government appointed J.C Ramthanga, IAs, Principal Secretary to the government of Manipur as the enquiry officer”, a clarification statement of the state home department said.
As according to the report submitted by the enquiry committee headed by J. C Ramthanga the procedure of selecting the male police constable was conducted with full of irregularities and foul play.
As according to the report ; while conducting the Physical Efficiency Test, results column for assessing the marks scored by the candidates in all events were found not entered in the score sheets of almost all candidates; Among the qualified candidates, marks for each event were found not entered and further disqualified candidates were found declared as qualified
In the process of conducting the Written Examination no minimum qualifying cut-off mark has been set for clearing the written examination leading to candidates securing lesser marks as low as ‘0’ or ‘2’ being declared successful and candidates securing marks as high as ‘21’ being unsuccessful Result column for assessing the marks scored by candidates in all events were found not entered in the score sheets of almost all the candidates, one candidates with two answer scripts in different handwritings was found qualified, Tampering of marks scored by candidates in noted, Proceedings/tabulations sheets for declaration of PET and Written examination results were found not signed by DPC members, Number of candidates selected for interview was found to exceed 5 times the number of vacancies.
Deputy Chief Minister Gaikhangam further said that a notification has already been served to reappear in the fresh recruitment to all the candidates. The recruitment will be conducted as per the same eligibility criteria which were there in 2013, he said. The notification for the fresh conduct of the written and physical tests, and viva-voce was served only after thorough discussion on the demand put forward by the constable candidates. He appealed to the constable candidates to co-operate in what the Government is arranging for them.
He further said, there will be no use of any new political party formed by any vested interest people. There is no such issue of joining or parting from or in Congress party as party members. Deputy Chief Minister Gaikhangam enthusiastically stated that peoples’ faith and trust towards the Congress party have been gradually increasing to a great extent.

Who constituted the then DPC Committee ? It was by the present Govt. and why this Govt. going to blame others for their (Govt.’s) corruption ? Why they victimised the 2000 youths. If they choose the wrong way who will be the responsibility for ?

Who are the culprits in Rs.500 Cr Govt job scams?? CM Ibobi and all his Congress ministers… All top position polices and their dogs.
The fact is that…all of them divided their shares/quotas depending on their position and SP Radheshyam wanted to take more share than Deputy CM who is supposed to be retired on November this year.

….Here my question what’s about the 10K victims who already paid Rs. 5 lacs to 6 lacs during the process. As you know without such corruption no chance to get a govt post.

Who are the victims…. Since the nature of the post…. They are X or XII passed youths from low or below medium income group. They may give ransoms to dogs of minister by selling properties, selling their mother’s/ sisters jewelry and may even take loan from local lenders @5% per month only to get a govt job. What will be their futures??? Can govt return 10 lacs to each selected candidate??
If they can give 5 lacs for a job…obviously the can buy a Gun at 50,000 to kill the culprits. If they revolt and become a new groups…. Or a new gang then there will no peace in the state.
