AE promoted to EE by violating Government Notification 

Imphal, March 19: State government commitment for good governance is making mockery by some top officials of the State Electricity department, as the authority doesn’t bother to follow the government notification in regards to the promotion of Assistant Engineers to Executive Engineers.
A source with the Imphal Times said that one Assistant Engineer of the department identified as S. Priyananda , a mechanical engineer has been included among the 22 AE (electrical) who have been promoted to Executive Engineer. The order for promotion was issued on January 30, 2018 in the name of the Governor of Manipur by Under Secretary power.  
As per the government notification dated January 8, 2018, Assistant Engineers (Electrical) who have completed 10 years of regular service in the Grades of Section Officer Grade 1(Electrical) and Assistant Engineer (Electrical) taken together out of which at least 3 years regular service in the Grade of Assistant Engineer (Electrical) possessing Degree/AMIE in Electrical Engineer be promoted to Executive Engineer (Electrical) as one time measures.
The government notification also stated that – “the concerned Rules and also standing orders/ instruction bearing upon the subject and which are in force at present shall be deemed to have been amended accordingly as one time relaxation”.
This means that the earlier notification of the government dated 23rd June , 1986 remain null and void.
As per source, of the 22 AE promoted to EE, 21 are electrical engineers while, the gentleman S. Priyananda possessed his degree as BE(Mechanical).
Electricity department has been bifurcated as Manipur State Power Distribution Company Limited (MSPDCL) and Manipur State Company Limited (MSPCL). Employees and staffs from the Electricity department are utilized in the two bifurcated corporation on deputation and the Assistant Engineers are utilized as Managers, the Executive Engineers are utilized as Deputy General Managers.
Source further added that, the Mechanical Engineer, which has not been included in the one measures for promotion was recommended by the then Managing Director of MSPCL N. Sarat Singh.
Interestingly, Sharat Singh whose superannuation has been over on February 28, 2018 has been re-engaged on contract basis as MD in contrast to the state government commitment for termination of re-engaged retired government employees.
