After Manipur valley experienced the worst nightmare during the last couple of months with ILPS supporters going beyond limit, now the same scenario shifted to Hill districts with Hill based student bodies strongly opposing the demand of the valley base majority people. Now the Bills for protection of the indigenous people as demanded by the JCILPS have been passed. And soon after the governor give his assent the Bills will come into force. Everything seems to be fine until the Hill district based students’ bodies stood up against the passing of the Bills. The day, when the Bills were passed in the state assembly, there was a strong protest in Churachandpur district. Angry protestors set ablaze the houses of Health Minister Pungzathang Tonsing and MLA Vungzagin Valte yesterday evening. The protestors also latter attacked the residence of MLA Ginsuanhau at Lailam Veng and MLA Manga Vaiphei located at Hill Town in Churachandpur. More shocking incident is that at least 4 persons were killed and over 20 sustained injuries in police action. Following the news of the dead, the Kuki Student Organisation (KSO), All Naga Students’ Association Manipur (ANSAM) and All Tribal Students’ Union Manipur (ATUM) has called indefinite general strike in Hill districts of Manipur. Normal life came into a stand-still as supporters of the students’ bodies prevented all sort of vehicular movement in Hill districts. At around noon over 50 private vehicles were reportedly stranded at Tengnoupal area in Chandel district. Now with the momentum of both the Hill based organizations and the valley based who are opposing the Bills and who are compelling the government to introduce the Bills going in par, normal life is going to affect for another couple of months. And this time the state government will be put in dilemma on whether to do or not to do.
When rewind the sequence of events that led to the passing of the Bills relating to ILPS, it is a common knowledge that the agitation went out of hand after the government failed understand the sentiment of the common people or rather underestimated the power of the common men. The momentum of the agitation reached catastrophe after a student agitator was killed in police action at Khurai area on July 8. Since then there was no turning back and the government was left with no choice but to pass the Bills.
Now four people who were agitating against the passing of the Bills had been killed yesterday. So, it is easier assuming the kind of experience that the people will come across in the couple of days.
When Okram Ibobi government led government was sworn in as the Chief Minister of Manipur in 2001, he declared June 18 as state holiday trying to fulfill the desires of the people of the state. But the announcement turn out to be another big mistake as announcing June 18 as state holiday has been strongly opposed by Hill bodies. During those days the people of the state witnessed over 52 days economic blockade in both the high ways. No wonder what our Chief Minister had learnt from the event, Manipur has to face another similar situation due to incompetency of the government in dealing with the multiple issues.
